2024 total spending: $313.1 million

WinSenate is a super PAC that works to elect Democrats to the U.S. Senate. It was created during the 2024 election cycle and is affiliated with the Senate Majority PAC, or SMP, another liberal super PAC with the goal of helping Democrats win Senate races.

Super PACs are allowed to raise and spend unlimited amounts of money on elections, as long as their contributions are not made to candidate committees and independent expenditures are not coordinated with candidate campaigns. Each super PAC must regularly report its expenditures and donations to the Federal Election Commission.

During the 2024 elections, WinSenate received and spent about $313.1 million, with almost every dollar being contributed by the Senate Majority PAC. WinSenate spent nearly $311.3 million on independent expenditures, which are ads and other communications advocating for or against the election of a candidate. More than $287 million of that amount was spent against Republican Senate candidates, and about $24.2 million was spent supporting Democratic candidates, according to OpenSecrets, which tracks political spending.

For the 2026 midterms, WinSenate reported receiving about $21.1 million – all from SMP – as of Aug. 31, according to its latest monthly filing with the FEC. It also reported spending almost $12.5 million on independent expenditures up to that point.

But its receipts and spending in September appear to have surged, as this month WinSenate announced multiple multimillion dollar ad campaigns against Republican Senate candidates in Maine, Ohio, Iowa, North Carolina and New Hampshire. In fact, as of Sept. 24, according to data from the ad-tracking service AdImpact, WinSenate has spent or reserved more than $217 million on midterm ads, a huge increase from its prior spending this election cycle.

Its next monthly financial report covering the month of September is due to the FEC on Oct. 20.
